Senator Tim Bivins joined other members of a Senate Appropriations Committee at a State Capitol press conference April 22 to discuss their concerns about the lack of progress in addressing budget issues.

“Having run a budget for 20 years as a former Sheriff—through the good times and the bad times—I guess what’s so disturbing to me as I sit in Senate Appropriations Committee is that what I see is not competent fiscal management of our state’s budget,” Senator Bivins said. “What I see are agencies coming in and filling jobs, giving pay raises as high as 57 percent, and creating positions that never before existed before. This is not competent, responsible fiscal management. What needs to happen is we need to have a hiring freeze and a spending freeze … immediately.”" />
