Illinois’ fiscal crisis received additional scrutiny this week after several reports were released providing detailed insight into Illinois’ budget deficit and bill backlog, the impact Illinois’ financial problems have on human service providers, and the taxpayers’ response to the state’s economic woes, according to Senator Tim Bivins.

On October 7, the Urban Institute released a report that ranks Illinois as the worst in the nation for late payments to human service nonprofits. According to the report, 72 percent of Illinois nonprofits have experienced late payments, compared to 41 percent of providers nationwide.

Illinois also received the third worst ranking in the nation with 59 percent of nonprofits saying that reimbursements don’t cover costs, and another 72 percent saying the government changes the terms of contracts and grants. The unreliability of the payments and the contract terms make it difficult for these organizations to craft budget plans or arrange services." />
