Also this week, Illinois’ jobs program took a hit when an Illinois Appellate Court ruled January 26 that funding sources for the state’s 2009 capital construction program are unconstitutional. In response, the Governor and the Attorney General pledged an immediate appeal and asked the state Supreme Court to temporarily block the lower court ruling.

Senator Bivins said the court’s decision will require meticulous review, and noted that the Senate Republican Caucus has already begun analyzing the opinion with other legislative  caucuses, the Governor’s Office and the Attorney General’s Office, to determine what the impact of the decision will be on Illinois’ infrastructure program.
